- Family allocations make up the family-oriented sector of the French social security system, through a network known as the Caisse nationale des allocations familiales (National Office for Family Allocations, or CNAF) and the 123 Caisse d'allocations familiales (Family Allocations Office, or CAF).
How does CNAF help families in need in France?
- By distributing family allowance funds to more than 10 million beneficiaries each year, CNAF is able to help families in need throughout France. In order to calculate the benefits CNAF can allocate to each family, it considers a number of factors including child welfare, housing and education.
How does CNAF allocate and distribute its funds?
- The fund allocation and distribution process is handled by CNAF’s Department of Workflows and Document Management, led by Jean-Michel Omont, Archive System Manager, who’s been at the organization since 1990. Until 2006, CNAF had always dealt with its massive amounts of family benefit data manually.
When was the family allowance formalized?
- It was formalized by the decree of Octo. Family benefits are not taxable, but subject to the contribution for the reimbursement of social debt with the exception of social minima such as RSA, AAH and formerly API and RMI. Their amount is set by legislative texts as a percentage of the monthly basis for calculating Family Allowances.
